Background

Poplar HARCA, Tower Hamlets Homes and the Institute for Sustainability are working together to deliver a range of sustainability projects in the community of Poplar. As part of this programme they are bidding into the Government's 'Local Energy Assessment Fund' to fund a range of activities including a small trial Smart Home Energy Management systems with their residents.

About the LEAF Fund

The Local Energy Assessment Fund is a new £10million fund to support community action on energy efficiency and renewable energy. It aims to help communities to equip themselves to work with the private and public sector to deliver meaningful projects through mechanisms such as the Green Deal, Feed in Tariffs and the Renewable Heat Incentive. This fund is a short-term intervention with all work to be completed by 31st March 2012.

LEAF Bid

Residents in Poplar are particularly 'hard to reach' when it comes to sustainability, as they have many other pressing issues in their lives being one of the most deprived parts of the country. We want to use LEAF funding to make saving energy more interesting and real to our residents, and explain and demonstrate the real benefits and savings of living more sustainably.

We want to use LEAF funding to purchase 15-20 home energy management systems, one being deployed in a home on each of our housing estates. We will also purchase the ICT infrastructure solution necessary to communicate the energy use information from our EcoHomes to the EcoHub, where it can be analysed, interpreted and visualised on a public display.

The EcoHub is an underused and energy inefficient community building which we are refurbishing to provide a hub for our wider 'green programme'. The 'live' energy information from our ten EcoHomes will be sent to the EcoHub where it will be analysed, interpreted and visualised.

These investments will be supported by an engagement programme that helps local people understand the financial and wellbeing benefits that can arise from reducing energy use. A key part of this programme will be using the residents from each of the ten demonstrator homes as energy efficiency champions within their local estate. LEAF funding will provide for engagement material to be designed, produced and displayed at the EcoHub, as well as training and materials for the energy efficiency champions.

After the systems are installed, Poplar HARCA and Tower Hamlets Homes will conduct a thorough evaluation of their impact, including on the behaviour of EcoHome residents, as well as looking at the viability of rolling the systems out to all our residents, in particular which funding models may be appropriate.

Request for Quote

We would like to receive quotes for the purchase and installation of 15-20 Home Energy Management Systems (HEMS) and the associated ICT infrastructure to transmit the resulting data to the EcoHub. Attached at appendix 1 is a map of our area which sets out the location of our estates and the EcoHub.

We are eager to receive quotes for either identical Home Energy Management Systems or a selection of products (from home energy management systems, to innovative smart meters) that can be delivered to 15-20 homes across the estate and their impact evaluated. The HEMS should be able to –

Capture and present energy use data (gas and electric), to the resident and to the EcoHub. Energy use data should be transmitted every 15 minutes and be in an appropriate format (e.g. CSV files) for 2 yearsEnable the EcoHome resident to control in-home systems, including boiler and hot water tank, based on resident preferences, behaviour and automated learning where appropriate

Access to the properties will be facilitated by Poplar HARCA, who will also deal with issues relating to data protection. It should be assumed that residents do not have access to the internet. Any ICT infrastructure should only be able to be used for the purposes of transmitting data to the EcoHub.

Quotes should -
